How to Get Dragon Scale in Pokémon Sapphire
A Dragon Scale can be used to evolve a Horsea into a Seadra. However, it can be difficult to find. Here's how to find a Dragon Scale in Pokémon Sapphire.
Steps

Level up your Horsea so it evolves into a Seadra. It evolves into Seadra at level 32. If your Horsea is over level 32, just level it up by one level.

Get a TM for Thief or Covet or get a Pokémon who already knows one of those moves. Covet can mostly be learned through the move tutor [1] Thief can be learned by a number of Pokémon, most by TM [2]

Make sure that the first Pokémon in your party isn't holding anything. In order for the move Thief/Covet to be effective (if the opponent is holding anything), your Pokémon can't be holding something beforehand.

Find either a wild Horsea or a wild Bagon. Wild Horsea can be found on routes 132,133, 134 (super rod), but are uncommon. Wild Bagon can be found in Meteor Falls but are also uncommon.

Use Thief or Covet to possibly get a Dragon Scale. You could also capture them, though you'd waste a Pokeball if they didn't have it.

When you get a Dragon Scale, give it to your Seadra.

If you have an alternate Pokémon game, along with a gaming system for it, or a friend, then trade the Seadra with the Dragon Scale. It should evolve after it is traded. It doesn't matter what you get in return, since you'll be trading back again.

Trade it back using your alternate account or asking your friend.

When you receive your Seadra, it should be a Kingdra!
