3:16 pm: Rajya Sabha Chairperson holds two members responsible for taking the house to ransom. He says those who wanted the Prime Minsiter to reply are not supporting me to take action aganist the MPs.

3:14 pm: The Chairperson tells the House that he is deeply pained with the current situation saying that he wants to run the House. He asks MPs to allow functioning of the House as the Prime Minster is present to make an intervention as demanded by the Opposition. But uproar for United Andhra continues.

3:02 pm: The Coal Minister says it is not correct to say large number of files are missing. He says if we are unable to trace the files accountability will be fixed. The minister says that the CBI has requisitioned documents from the Coal Ministry and it would be wrong to call them files. So far 769 documents, files have been handed over to the CBI, 497 files have been handed over. He says only 7 files are remaining to be made available and the rest is copies of applications and connected papers.

Final decision on extending the Monsoon Session will be taken Parliament after Cabinet Committee on Parliamentary Affairs meeting, he adds.

The Opposition has been demanding Singh's statement on the missing coal block files. However, the big question is that whether PM's statement would end the deadlock and will that make way for the smooth passage of Congress President Sonia Gandhi's pet project the Food Security Bill.

The Bharatiya Janata Party has said that it will not let Parliament run until the Prime Minister explains how crucial files connected to the alleged illegal allocation of coal blocks went missing.

Meanwhile, BJP MP Smriti Irani has moved a notice demanding suspension of question hour to raise the gangrape of a photojournalist in Mumbai. A 23-year-old photographer was allegedly gangraped by five men at Shakti Mill in Lower Parel of Central Mumbai on Thursday evening.
