HYDERABAD: The following is the text of the GOs, the copies of which YSR Congress president and Kadapa MP YS Jagan Mohan Reddy submitted to CBI officials during questioning on Friday in defence of his claim that the mining lease had been granted to the Obulapuram Mining Company by the Telugu Desam government headed by N Chandrababu Naidu.GO MS No.80/18-2- 2002 Transfer of mining lease held by G Rama Mohan Reddy for iron ore over an extent of 64.20 acres in Survey No.1/P of Obulapuram village, D Hirahel mandal, Anantapur district, in favour of M/S Obulapuram Mining Company (OMC) Private Limited for the unexpired period of lease, i.e.up to December 13, 2004 and also to reject the transfer application dated June 23, 2001 filed by G Rama Mohan Reddy in favour of M/s Obulapuram Mining Company (a partnership firm) as withdrawn.Permission accorded.ORDER: A renewal of mining lease for iron ore over an extent of 64.20 acres in Survey No.1/P of Obulapuram village, Rayadurg mandal, Anantapur district for a period of 20 years with effect from December 14, 1984 was granted in favour of G Rama Mohan Reddy.The mining lease was executed on April 25, 1997 for the period from December 14, 1984 to December 13, 2004.G Rama Mohan Reddy has applied for transfer of the above lease in favour of M/s Obulapuram Mining Company (A partnership firm).Subsequently, the partnership firm was converted into a private limited company in the name and style of M/s Obulapuram Mining Company Private Limited.G Rama Mohan Reddy has applied for transfer of the above lease in favour of OMC.The Director of Mines and Geology has recommended transfer of mining lease held by Rama Mohan Reddy for iron ore over an extent of 64.20 acres in Survey No.1/P of Obulapuram village, D-Hirehal mandal in Anantapur district in favour of OMC for the unexpired period of lease.In the circumstances, the government, after careful examination of the proposal under Rule 37 (1) of AP Mineral Concession Rules, 1960, hereby permit the transfer of mining lease held by Rama Mohan Reddy for iron ore over an extent of 64.20 acres in Obulapuram village for a period of 20 years.The transfer deed should be executed within three months from the date of this order and the transferor should pay all mineral revenue dues to the government till the date of transfer before execution of transfer lease deed.The Director of Mines and Geology is requested to take further necessary action in the matter.(The GO issued by Minnie Mathew, principal secretary to the government).GO MS N0.236/10-12- 1996 A mining lease was granted in favour of Ramachandra Reddy for a period of 20 years over an extent of 547.62 acres in survey No.1/P of Obulapuram village, Rayadurg mandal in Anantapur district pursuant to which a lease deed was executed on December 15, 1984 valid up to December 14, 1984.On expiry of the lease on February 23, 1972, the lease was devolved in favour of G Rama Mohan Reddy as legal heir.The lessee has submitted his first renewal of mining, lease application within the stipulated time and satisfied the conditions under sub-rule 1 of rule 24 (a) of Mineral Concessions Rules, 1960.Since the applied area falls in a reserve forest, the Director, Mines and Geology has directed the applicant to submit the statutory information in prescribed proforma under the provisions of Forest Conversation Act, 1980.In the meantime and consequent on expiry of the lease, the applicant filed a writ petition (No 18196/98) before the High Court and obtained interim orders on December 8, 1988 to continue the mining operations.The High Court has ultimately disposed off the writ petition and consequently writ appeal No 1690/89 filed by the government has been dismissed in view of the orders issued in GO according permission for diversion of 25.98 hectares of forest land in Obulapuram village for renewal of mining lease for a period of 10 years in favour of G Rama Mohan Reddy.The Director of Mines and Geology has, in his letter, recommended grant of first renewal of mining lease for iron ore over the subject area in favour of G Rama Mohan Reddy.Consequent on the orders issued, the Government of India has been requested to convey their approval under Section 8 (2) of the Mines and Minerals Act, 1957 to the grant of first renewal of mining lease for iron ore over an extent of 64.20 acres in Obulapuram village in favour of Ram Mohan Reddy for a period of 20 years.Based on the recommendation of the Director of Mines and Geology, the applicant has been directed to submit the approved mining plan from Indian Bureau of Mines for grant of first renewal of mining lease.The director, by his letter, forwarded the approved mining plan submitted by the applicant.The GOI, by their letter, have conveyed their approval to the first renewal of mining lease in favour of G Rama Mohan Reddy for iron ore over the subject area for a period of 20 years with effect from December 14, 1984.Therefore, the state government hereby sanctions first renewal mining lease for iron ore over an extent of 64.20 acres in Obulapuram village for a period of 20 years with effect from December 12, 1984 in favour of G Rama Mohan Reddy subject to provisions of Mines and Minerals Act and subject to the provisions prescribed under the Mineral Concession Rules, 1960 and also subject to additional conditions stipulated in the annexure appended to this order
