The Madras High Court on Thursday expressed its dissatisfaction over the manner in which the health authorities are maintaining the government hospitals in the State. When Advocate-General A Navaneethakrishnan said that the government was viewing the matter seriously and was issuing necessary orders, the first bench comprising Chief Justice MY Eqbal and Justice A Arumugasamy said “you pass orders, but they remain only on papers.’’

Petitioner’s counsel RY George Williams pointed out that the authorities swung into action only after the matter was taken to the High Court. Even now, the action taken was not effective, Williams contended.

Directing the AG to file a detailed counter-affidavit, the bench adjourned the matter by four weeks.

The public interest writ petition from C Sadayan of Perambur prayed for a direction to the authorities concerned to maintain all thehospitals in the State free from the menace of rodents, cats and dogs.

He referred to a tragic incident in which a female infant kept in the incubator at the ICU of the Government Kasturba Gandhi Hospital died allegedly due to rat bite on August 26 last.

Williams submitted that the hospital premises had to be kept clean without the menace of rodents and pet animals, to prevent diseases and infections. Hence, it was necessary to give specific directions to all hospitals not to allow this menace to continue as the Constitution guaranteed every citizen to live with dignity, he added.
