BHUBANESWAR: Senior IAS Officer Prafulla Chandra Mishra was slapped a notice by the State Vigilance on Friday. 'Latka', as the notice is called in common parlance, was stuck on the walls of his Cantonment Road residence in Cuttack after the 1982 batch officer did not receive court summons, neither at home nor at his office.
The anti-corruption wing carried out the procedure in presence of two witnesses. Mishra, accused of financial irregularities to the tune of several crores of rupees during his stint as chairman-cum-managing director of Orissa State Beverages Corporation (OSBC), is facing three criminal cases. The Vigilance sources said summons sent by registered post returned unaccepted from the IAS officer's residence as well as office addresses. Mishra, currently, is Commissioner of Consolidation.

"For last three months, the summons have returned from his addresses. After we informed the court, we were instructed to go ahead with the 'latka' process which we carried out on Friday," Director General, Vigilance, Anup Kumar Patnaik said.

Of the three cases slapped against him, chargesheet has been submitted in one in which alleged undue favours shown to suppliers had led to loss of ` 14,32,82,305 to the State exchequer. Along with the IAS officer, two officers HK Mishra and Subarna Nayak were charged.

Investigation is complete in the third case relating to purchase of computers at a higher rate causing loss to the exchequer. "After receipt of sanction from the Government of Orissa, chargesheets will be submitted before the court," Patnaik said.
