The Madurai Bench of the Madras High Court has recommended the Health and Family Welfare Secretary to initiate action against two senior doctors at Thanjavur Medical College for tampering with the attendance details of a service candidate, because of which his results have been delayed by more than three years.
According to petitioner Ramesh Babu, the final semester results of Post Graduate Diploma in Anaesthesia which he pursued in the academic year 2007-08 have been withheld by MGR Medical University.
He had attended classes regularly at the college and produced medical certificates for the period he was absent from classes due to illness. However, the then Head of the Department of Anaesthesia Dr Muthukumaran and Dr R Thenmozhi, Chief Doctor of Anaesthesia Department of Thanjavur Medical college, did not produce the petitioner’s medical certificates at the university’s office, he pointed out.
During the course of trial, petitioner’s counsel M Karunanithi produced records revealing that Thanjavur police have registered criminal cases against two doctors for having tampered with the attendance particulars of Ramesh Babu, in order to prevent him from appearing for the final exams. The petitioner, by means of an interim direction from the High Court, wrote the exams but was awaiting the results.
“Considering the records produced at the court and the statements of the police, it is manifestly clear that the attendance details of the petitioner have been tampered with, to prevent him from writing the final exams”, Justice S Manikumar observed.
“If the petitioner’s results were published earlier, his prospects would have been better. The same has been scuttled by grave irregularities. The authorities themselves being doctors, have failed to perceive the agony of another doctor, a budding anaesthetist, undergone all these years”, he further said.
Issuing directions to MGR University to publish the petitioner’s results within ten days, the Judge also directed the Health and Family Welfare Secretary to take appropriate action against two senior doctors at Thanjavur Medical College.
