New Delhi: The contentious creamy layer issue figured at the meeting of a key Parliamentary panel which began its exercise of deliberating on various aspects of the OBC reservation in aided educational institutions.

The Parliamentary Standing Committee on HRD which met for the second day to discuss the quota issue among other things is understood to have sought a "comprehensive note" from the Oversight Committee including on the creamy layer issue.

Veerappa Moily, who headed the Oversight Committee that was tasked to prepare a roadmap for implementation of the quota regime in higher educational institutions appeared before the Parliamentary panel on Thursday.

In its final report to the Government, the Moily committee had left the issue of creamy layer to the Government.

The 31-member Parliamentary panel had heard the opinions of S Rathnavel Pandian, Chairman of the National Commissioin for Backward Classes and Mohd Hamid Ansari heading the National Commission for Minorities.

Rahul Gandhi, Congress MP from Amethi, who was recently inducted into the panel, however, did not attend the meeting.

A Bill providing 27 per cent OBC reservation in aided institutions was introduced in Parliament on August 24 last and was referred to the Committee.

Sources said the Committee plans to submit its report to Parliament in the coming session.
