BHUBANESWAR: Coming under pressure from the traders, the State Government on Friday announced not to collect four per cent VAT on sugar and textile products for the time being.The Cabinet, chaired by Chief Minister Naveen Patnaik, decided that VAT will not be collected on these items till it is notified by the Government. Additional excise duty of one per cent had been imposed on these items by the Centre. But after its abolition, the state governments would have automatically imposed four per cent VAT on sugar and textile products as per the provision.As no other state government has started collecting  VAT, the Cabinet decided to defer the matter for the time being. The Cabinet also approved the waiver of four per cent VAT on LPG and kerosene announced a few days back. The State exchequer will lose ` 40 cr because of the waiver which will reduce the price of LPG by ` 16 and kerosene by 58 paise per litre.The Cabinet also decided that the recommendation of the Vaidyanathan Committee for turning more than 25 per cent equity of the State Government in a cooperative institution into grant will be implemented. This will benefit four district central cooperative banks (DCCBs) and 1,379 primary agricultural cooperative societies (PACs). The recruitment rules of the Orissa Revenue Service (ORS) was approved by the Cabinet. The ORS will have 1,180 posts, including 336 assistant collectors, 346 additional tahasildars, 120 assistant settlement officers and assistant consolidation officers and 120 posts of sub-registrars and district registrars.There will be direct recruitment for 50 per cent of the posts through Orissa combined civil service examination and 30 per cent through promotion from group ‘C’ posts of Revenue Department. Rest will be filled up through selection from the group ‘C’ posts of Revenue Department. Amendments to the Orissa Civil Service Combined Competitive rules was approved at the meeting. Examination will be held for eight services __ OAS, Orissa Finance Service and Orissa Police Service in the group ‘A’ and Orissa Revenue Service, Orissa Taxation and Account Service, Orissa Welfare Service, Orissa Cooperation Service and Orissa Employment Service in group ‘B’.The Cabinet also decided that there will be no relaxation of the upper age limit if the examination was not held in a year. Earlier, there was a provision that there will be relaxation in the upper age limit for the number of years the examination was not held. For this the Orissa Civil Service (fixation of upper age limit) Rules, 1989, will be amended.
