BHUBANESWAR: The State Government has asked the collectors of the 19 flood-affected districts to submit reports on the damage caused to the infrastructure of panchayati raj institutions (PRIs) by September 17. Repair of the damaged infrastructure like roads, bridges, culverts, buildings and minor irrigation projects below 40 acres ayacut are required to be completed in 45 days from the day of commencement of flood. As per the revised rules of the Centre for receiving assistance from the National Calamity Contingency Fund, expenditure made within 45 days of the flood for repair and restoration works could be reimbursed, provided the claims made by the State are supported by utilisation certificates (UCs).Besides, urgent restoration of the panchayat roads is necessary for delivery of relief materials, rescue operation and rehabilitation of the affected families.Orissa had a bitter experience of losing huge assistance from the Centre in 2008.
