CAG slams Centre for inadequate check on its expenditure
The CAG has observed that Utilisation Certificates were not obtained by the government in 37,569 cases against the total expenditure of Rs 51,527 crore.

New Delhi: The Comptroller and Auditor General (CAG) have slammed the Centre for not adhering to the guidelines to monitor expenditure, which touches Rs 51,527.1 crore as of March.

The national auditor - in its report on Accounts of Union Government - has observed that Utilisation Certificates (UCs) were not obtained in 37,569 cases against the total expenditure of Rs 51,527.1 crore.

"The UC is the only mechanism for the ministries to verify the money has been utilised for the purpose for which it was given. It was found that in 26 Ministries and Departments, 37,569 UCs involving Rs 51,527.1 crore which were due on March 31, 2015 were outstanding which suggests deficient monitoring mechanisms," the report said.

"Out of Rs 7,537.88 crore towards Universal Access Levy (UAL) during 2014-15, the Telecommunications Department has transferred only Rs 2,086.98 crore to the Universal Service Obligation (USO) Fund, resulted in under-statement of the closing balance of Rs 5,450.90 crore of the USO Fund," it said.

On the context of Research and Development Cess (R&DC), CAG report mentioned that total Rs 5,783.49 crore was collected during 1996-97 to 2014-15. "But only Rs 549.16 crore, which is around 9.50 per cent was utilised towards the objectives of levying the R&DC," the report said.
