Bharat Talent Pool, ‘Karmayogi’ Course, National Training Week, Civil Service Exams Review – Reforms Planned for Bureaucracy Under Modi 3.0 | Exclusive
Bureaucrats are hard at work to prepare for the ‘100 Day’ agenda of Modi 3.0, as per directions of the Prime Minister last month to hit the ground running if he wins a third term.

Reviewing the Civil Services Examination including the service allocation and cadre allocation rules, starting a ‘National Training Week’ where the Prime Minister will interact with trainees across the spectrum, setting up a ‘Bharat Talent Pool’ for placements, and starting over 7 lakh government servants on a course like ‘Serving Like a Karmayogi’ – all this will be on top of the agenda for bureaucracy reforms in the first 100 days of ‘Modi 3.0’ if the Bharatiya Janata Party (BJP) wins Lok Sabha Election 2024, government sources have told News18.

Bureaucrats are hard at work to prepare for the ‘100 Day’ agenda of Modi 3.0, as per directions of the Prime Minister last month to hit the ground running if he wins a third term. A big focus of the same will be reforms in the bureaucracy and bringing in a system by which posts up to a certain level are filled only through “competency mapping”, sources said. The government is planning a fully functional ‘Bharat Talent Pool’ of officers for “performance-based placements”, and a review of career progression guidelines to ensure merit and job requirement is the main criteria for crucial positions.

A holistic review of the prestigious Civil Services Examination is also on the cards, including how services and cadres are allotted, sources said. The government also plans to study the tenure policy for senior level positions in the Centre and work on revised conduct rules for All-India services. The foundation course post the Civil Services Examination held in 2023 could also be redesigned, sources said.

A prominent introduction could be of the ‘National Training Week’ for civil servants where the Prime Minister could interact with the trainees across the spectrum. The government also plans to start seven lakh government servants on a new course, ‘Serving like a Karmayogi’ and conduct citizen-centric training for bureaucrats who need to interact with the general public. A citizen-centricity toolkit would be shared with all states too through the NITI Aayog.

The government also wishes to reform the recruitment exams across the board and have a coordinated annual recruitment calendar and standardisation of different stages of examination process. The government will also operationalise the Unfair Means Act within the first 100 days for an effective check on paper-leaks.
