HYDERABAD: Overlooking five senior IPS officers, the state government on Thursday appointed V Dinesh Reddy as the next directorgeneral of police. The new appointee took over from his 1977 batchmate K Aravinda Rao, who retired on Thursday.Dinesh Reddy, previously director-general of Vigilance & Enforcement, will be in service till Sept. 30, 2013.He is an alumnus of Hyderabad Public School, the same school where chief minister Kiran Kumar Reddy studied.The government overlooked five seniors officers -- K R Nandan, P Gautam Kumar (both of the 1975 IPS batch), Balwinder Singh (1976), A Sivasankar and Umesh Kumar (1977). Reddy is the junior most officer of the 1977 batch.Reddy was police commissioner of Hyderabad when the late Y S Rajasekhara Reddy was chief minister but was shifted within 10 months of his posting after he crossed swords with a senior IAS officer over a protocol violation while receiving the then president A P J Abdul Kalam.The Central Administrative Tribunal (CAT) had ruled that Dinesh Reddy would not be eligible for the DGP’s post as he was promoted to the DG rank much later than his batchmates.However, the government chose to ignore the seniority factor and went ahead with Reddy’s appointment.Ignoring seniority is nothing new as the government appointed K Aravinda Rao and R R Girish Kumar as DGPs superseding more senior officers.
