New Delhi: 10:45 am: Prime Minister Manmohan Singh said several laws have been enacted to tackle crimes against women. "There is a need to put in place institutional mechanisms such as sensitisation of policemen," the Prime Minister said at the internal security meet.

10:15 am: Home Minister Sushil Kumar Shinde on Wednesday said any acts of terror and violence will be firmly dealt with. Addressing the internal security meet, Shinde said, "The acts of violence with innocents will be dealt with firmly." Speaking on the Chhattisgarh Naxal attack, Shinde said, "The Naxal attack in Chhattisgarh was an attack on democracy, freedom of people to participate in political activities."
More and more states are opposing the proposed National Counter Terrorism Centre (NCTC) formation even after the Centre has watered it down. Sources say Gujarat Chief Minister Narendra Modi and Bihar Chief Minister Nitish Kumar are likely to oppose the move at the internal security meet of Chief Ministers on Wednesday.
Sources say Nitish Kumar is likely to say that the draft of NCTC still suffers from serious flaws. On the other hand, Narendra Modi is likely to push for strengthening of the multi-agency centre of the Intelligence Bureau. Sources say Modi has strong reservations regarding the structure and functioning proposed in the NCTC draft.
Even as some non-Congress chief ministers are attending the internal security meet, there are some who will stay away. West Bengal CM Mamata Banerjee and Tamil Nadu CM Jayalalithaa are not attending the NCTC meet. In fact Jaya wrote to the PM on Tuesday saying, "We are equal partners & expect to be able to make a meaningful contribution. But the current exercise seems to get CMs to rubber stamp pre-decided measures. I was forced to cut short my speech at the last National Development Council meet in a humiliating manner."
Gujarat CM Narendra Modi, Bihar CM Nitish Kumar, Madhya Predesh CM Shivraj Singh Chauhan, Chhattisgarh CM Raman Singh, Odisha CM Naveen Patnaik and Jammu and Kashmir CM Omar Abdullah are the non-Congress CMs who are attending the internal security meet called by Prime Minister Manmohan Singh on Wednesday.
The NCTC has seen a lot of opposition from the states because of the power to unilaterally search, seize and arrest that was given to it in the 2012 order. But CNN-IBN has learnt that a new draft doesn't allow the NCTC to function without state's help.
While that might take into account objections from the state, the question that is being asked is how will the NCTC then be different from the multi-agency centre house within the Intelligence Bureau.
Meanwhile, the chief ministers of seven Naxal-affected states will also meet Home Minister Sushil Kumar Shinde in a separate meeting to discuss Naxal strategy. CNN-IBN has accessed the agenda for the meeting and has learnt that the Home Ministry will propose an Andhra-like model developing local intelligence and special force like Greyhound to immediately start the fight against Naxals. On May 25, 26 people, including two senior Congress leaders, died in the Naxal attack in the Bastar region in Chhattisgarh.
