New Delhi: Amid bomb blasts and the sinking of a naval ship, Sri Lanka's eastern districts voted in the first polls in 20 years. The elections are to put in place a provincial council in the three eastern districts of Batticaloa, Trincomalee and Amparai.

In Iraq, a truce has been declared to halt weeks of fighting in eastern Baghdad between government forces and the Shia militia of Moqtada al-Sadr. If the truce holds, it will enable some of the area's residents to move to safer areas. The fly in the ointment is whether the militia will hand over its heavy and medium weapons, as the truce agreement requires.

Lebanon's Prime Minister Fouad Siniora called on the army to intervene and stop the takeover of the Muslim quarter of Beirut by the Hezbollah militia. The army has until now refused to intervene, saying its own Shia and Sunni troops could start taking sides.
