The arrests were made when the Bhubaneswar Municipal Corporation began clearing a major drain in Shanti Nagar under ward number 40. The BMC also demolished the encroachments on the drain.The natural drain, which carries sewerage from the area, was partially blocked by a house owner. He had encroached on the drain by dumping soil and constructing a boundary. The house owner claimed that the land on which the drain runs was his property and reportedly terrorised people in the neighbourhood against demolition of the patch of land. A tussle ensued when BMC Mayor Ananta Narayan Jena reached the spot to clear the  drain of the encroachment. “I was threatened with dire consequences if I tried to demolish the patch of land that blocked the drain,” Jena said.  After a group of women from Shanti Nagar filed a complaint at the Laxmisagar police station, two encroachers were arrested. “No natural drain can be converted into a private property,” Jena said. “The drain is more than 40 years old and it carries water from Nicco Park and passes through this area. But for the past few years, due to the encroachment, during the rains, our houses get flooded with sewerage. After last night’s rain, we were almost neck deep in water,” said Sanjukta Mahal, a resident of Shanti Nagar. “The encroachment started more than five years back. Since then, this region has been heavily affected by water-logging during the rains. Not only did they block the main drain, they also blocked a smaller channel of the drain that carried sewerage from Shanti Nagar by constructing a ramp,” said ward number 40 corporator Sridhar Jena. “The encroachers threatened everyone in the locality. This why it took so long to clear the drain,” Jena said.After completion of demolition and renovation of the drain, the sewerage will now be carried to drain number 10.
