CHENNAI: Reiterating her view that the ‘disturbing provisions’ of the proposed National Counter-Terrorism Centre (NCTC) needed in-depth analysis and consultations with all the States, Chief Minister J Jayalalithaa on Monday urged Prime Minister Manmohan Singh to withdraw the memorandum regarding the NCTC immediately since Public Order and Police are in the State List of the Constitution of India.The Chief Minister, in her letter to the PM, said the objectionable memorandum, which comes into effect on March 1, should be immediately withdrawn in deference to the apprehension expressed by the constituent States. She also reiterated that she shared the concerns of other Chief Ministers who have voiced their reservations and objections to the NCTC and requested the PM that the consultation process should be commenced forthwith. On February 17, she wrote to the PM voicing her concern about the objectionable provisions of the NCTC which were tantamount to usurping the powers of the States and requested the Prime Minister to re-examine them.Bihar Chief Minister Nitish Kumar also asked the Centre to re-examine and roll back the proposal to set up the NCTC, terming the decision as “unilateral and hasty” which would encroach upon the rights of the states.Talking to the media after sending a letter to Manmohan Singh opposing the decision, Nitish Kumar said that policing was a “state subject” and that the decision had created “a confusing situation and atmosphere”.
