Parliament clears Bill to give shelter to the displaced
Legislation would empower persons affected by land acquisition.

New Delhi: The Lok Sabha on Thursday passed the Land Acquisition and Rehabilitation Bill. The Bill was passed to ensure that persons displaced by projects would be rehabilitated.

Proposals in the Bill:

  • Persons displaced by the projects to be rehabilitated and rehabilitation to come before displacements.
  • Compensation paid for acquisition to be increased from 30 percent to 60 percent.
  • State to help private party to acquire land only if 70 percent of land has already been acquired

Experts had feared the Bill would not be passed this close to the election as the issue was a sensitive one.

Experts’ comment:

Commenting on one of the key aspects of the bill that says “private party to acquire at least 70 percent of the land before the state government chips in,” Arun Nanda, Executive Director of M&M, said, "This clause is quite feasible."

“I am glad it has come because there was talk some time back that the government will not support it,” he said.

Speaking on the proposal of a hike in compensastion from 30 percent to 60 percent, Sunil Munjal, Chairman of Hero Corporate Services, said, "I think while this will be a more expensive proposition, it will be a much cleaner, clearer and a more transparent process because it is fair to the existing landowners."

Harsh Pati Singhania, President, FICCI, said there should be a system that works across the country and it should not be left to different states to have their own laws as it leads to lack of transparency and a lot of confusion.
