BHUBANESWAR: The Council of Higher Secondary Education (CHSE) has been served a rude surprise by the Higher Education Department. Three days after CHSE announced the schedule for the higher secondary (HS) examination-2012, the Department issued notification for online form fill-up, triggering a debate on autonomy.On November 14, the Council had notified all Principals, Headmasters and Headmistresses for manual filling up of forms from November 28. Three days later, the Higher Education Department issued a notification overruling the announcement of the CHSE asking the latter to follow the instructions. “The Department has streamlined the activities pertaining to online form fill-up process,” it said. The Government had approved the same, it added.Interestingly, a day after the CHSE announced the schedule, the Department held a review meeting on automation of the CHSE under the Student Academic Management System (SAMS) where introduction of online form fill-up for the annual examination was proposed. Under the SAMS, only e-admission for Plus Two and Plus Three colleges are being conducted.Once the Department conveyed its decision to the CHSE, the latter brought out a fresh notification on November 20 with details of the fresh schedule leaving the colleges and students wee bit confused. The new schedule will kick off in December.Under the online system, candidates will have to submit their forms to colleges which will then access the SAMS e-space for verification of the background of the candidates.EMPLOYEES CRY FOUL: The change in schedule by the Department has, meanwhile, left the CHSE employees outraged. The employees, sources said, shot off a memorandum to Council Chairman stating that the Department action amounted to superseding of the autonomous body.“A major function of the CHSE is to conduct the annual examination. If the Higher Education Department takes over it, the powers of the Council are breached,” sources said adding, the new system brings in new methods which the employees are not conversant with.The Higher Education Department, on the other hand, said there was a minor confusion which led to this situation. “It had earlier been decided that online form fill-up for annual examination will start from this year (2011-12) for second year students but the CHSE confused it for students taking admission this academic year which meant it applied to those appearing for the examination during 2012-13. The issue has been cleared now,” Director, Higher Education, BP Nanda said.The new online system, he said, will do away with fake candidates and those tampering with subjects after registration by bribing CHSE employees. Since the Department has already put in place a database on students registered with the CHSE, once the applications come in, the two can be matched.Meanwhile, the CHSE has decided that its automation work will have improved significantly by next year and it will take up the online form fill up without depending on OCAC which does the job for the Department’s SAMS.
