Paulinho, 24, is due in London where he will hold talks with Tottenham chairman Daniel Levy and manager Andre Villas-Boas.
Named by FIFA as the third best player at the Confederations Cup, which Brazil won, Paulinho will be Tottenham's first signing of the summer.
Tottenham are looking to strengthen their squad after finishing fifth in the Premier League last season and narrowly missing out on a place in the Champions League.
