Lucknow: Opposition parties in Uttar Pradesh on Monday demanded the resignation of Chief Minister Akhilesh Yadav saying the gangrape of a mother and daughter by highway robbers near Bulandshahr showed a breakdown of law and order.

Former Chief Minister and Bahujan Samaj Party (BSP) president Mayawati demanded a "personal explanation" from Yadav over the incident. "I condemn this incident. It is now clear that law doesn't prevail in UP. If the UP CM cannot deal with the law and order situation then he should step down," she said.

Congress' Uttar Pradesh CM candidate Sheila Dikshit also criticised the CM for the law and order situation in the state. "Law and order situation in UP is very bad. People live in fear. Criminals are not afraid, they do whatever they want to do," she said.

National Commission for Women has also trashed the ruling Samajwadi Party (SP) government in the state and a member said that in "Akhilesh rule, the compensation for lost honour is Rs 1 lakh". The panel, which had sent a fact finding team to Bulandshahr, also questioned the lethargy of the police in reacting to the crime.

A member of NWC said the police were non-cooperative and did not allow them to speak to the victims.

Meanwhile, UP police said three three of the culprits were arrested and that they were identified by the victims. A 300-member task forced was set up on Sunday to arrest the attackers.

The Chief Minister has also suspended the Bulandshahr Senior Superintendent of Police Vaibhav Krishan, SP (City) Rammohan Singh, Circle Officer Himanshu Gaurav, SHO Ramsen Singh and four other officials for dereliction of duty.

Rejecting earlier reports that the attackers might have been Bawariyas, police said the gangrape and robbery was committed by the Chaimar gang.

"We have been able to identify the culprits. We have a huge databank of such Bawariya/Chhimmar gang. We had shown them to the victim and they identified a few from them. We have got a tip off for others. We will chase them down to the earth and arrest them," DIG Bulandshahr Lakshmi Singh said.

Singh also accepted that there have been lapses in the probe into the incident. "During monsoon and winter, these nomadic criminals roam around and commit crime. Some directions were issued. Task forces were constituted. A work plan was chalked out. The only thing left was the execution of this plan efficiently and smoothly. Some lapses were found in the implementation of this work plan. Therefore action has been taken," Singh added.

Around six armed men stopped the family car on the Delhi-Kanpur highway in the early hours of Saturday morning, according to the FIR. The armed men dragged the members to nearby fields and proceeded to rape the teenager and her 35-year-old mother.

The other members of the family were tied up, the FIR added.
