New Delhi: The Winter Session of Parliament ended on Tuesday, drawing to a close, the debate a host of contentious issues including the controversial Indo-US Nuclear Deal, the Sachar Panel's report on the state of Muslims in India and the Women's Reservation Bill. However, all the discussions seemed to end inconclusively.
Even though the Sachar report generated a lot of heat - both inside and outside the House - Parliament ironically, did not time find to discuss it on Tuesday and bring it to a conclusive end.
Even the Women's Reservation Bill could not find a place in the business of the House due to lack of a political consensus.
Several women MPs spoke out in the Rajya Sabha against the failure of the Government to introduce the Women's Reservation Bill in this session of Parliament.
"The Government had promised to introduce the Bill this session. All the women in the country were hopeful it would be passed, but we haven't even seen it this session," said a disappointed BJP MP, Sushma Swaraj.
Meanwhile, the discussion over the Nuclear Deal also did not reach a conclusion in Rajya Sabha.
Veteran journalist and BJP MP Arun Shourie spearheaded the BJP's attack on the deal saying, "There is absolutely no way the bill can be reconciled with Prime Minister's statements to this august house."
Because of the Left’s opposition, the Government could also not bring important economic bills, related to banking regulation, pension and insurance to a conclusive end.
The 20-day session was marred by adjournments after adjournments. The BJP’s decision to boycott Speaker Somnath Chatterjee’s meetings of floor leaders and the Business Advisory Committee also marred the proceedings.
However, the Parliament did manage to pass the OBC Quota Bill, the Tribal Rights Bill and the Prevention of Child Marriage Bill. The Opposition too managed to get key issues into focus including price rise and the sealing drive in Delhi.
