New Delhi: The three-member Justice JS Verma Committee submitted its report on the changes needed to fight crimes against women to the government on Wednesday. The report suggests several changes in the laws, but is against death penalty for rape.

While praising the youth of the country for coming out in large numbers to agitate for stronger anti-rape laws following the brutal gangrape and murderous assault on a 23-year-old paramedical student inside a chartered bus by six men, the Justice Verma panel also slammed the police, the government and the public for failing to perform their duty.

The highlights of the report are:

No death penalty for rape, maximum punishment of life imprisonment

Juvenile age should not be lowered

Make stalking punishable with minimum 1-year jail

Punish voyeurism with up to 7 years of jail term

If a woman ends up killing a rapist, she should claim right to self defence

Need to review Armed Forces Special Powers Act

Try security personnel facing rape charges under ordinary law

Trafficking of minors should be a serious offence

Poor governance, not bad legislation, responsible for the situation

JS Verma also hit out at Home Secretary RK Singh for praising Delhi Police Commissioner Neeraj Kumar.
