BHUBANESWAR: Persons with disabilities are more vulnerable to disaster impacts due to their physical condition. But often during disasters, they are either left out or don't get help in the cycle of disaster risk reduction and response at the community level, said Minister for Revenue and Disaster Management Surya Narayan Patro on Wednesday.
He was speaking during the launch of the project 'Make Community Based Disaster Risk Management Inclusive in South Asia' here. The project will be implemented in Balasore, Bhadrak, Ganjam and Puri districts. Social organisation Handicap International in association with Orissa State Disaster Management Authority (OSDMA), European Commission Humanitarian Aid Department (ECHO) and Ministry of Foreign Affairs (MoFA) of Luxembourg will implement the project. Patro said the project was designed to address key issues faced by the physically challenged persons during disasters and aims at enhancing capacities of communities at various levels to mainstream disability in communitybased disaster risk reduction.

The duration of the project will be 18 months. A major component of the project includes activities like modification of the multipurpose cyclone shelters to make them accessible for all, including persons with disabilities. The Minister said each shelter will have additional disability friendly equipment.

Around 100 participants, including district emergency officers from Balasore and Bhadrak and representatives from UNDP attended. Among others, OSDMA Deputy General Manager of Avaya Kumar Nayak and Commissioner of Persons with Disabilities Kasturi Mohapatra were present.
