BHUBANESWAR: After the then Malkangiri Collector R Vineel Krishna was abducted by Maoists in February, the Home Department on March 11 issued a set of security guidelines for working in Naxal-affected areas of the State. It laid down the  security precautions that have to be followed by MPs, MLAs, elected representatives, district-level officers and other Government servants. Jagabandhu Majhi’s murder has brought the focus back on the guidelines which were completely overlooked. Tour programmes of the MLAs must follow the Blue Book, public meetings in consultation with SPs, provision of two PSOs and a concealed route chart were part of the security instructions that the Government had issued. Majhi just had one PSO on Saturday and his land ‘patta’ distribution programme was apparently not informed even to the local revenue officials. That the assailants were completely aware of his programme was known from the way they went about the operation. With the security-related instructions back in focus, Chief Minister Naveen Patnaik on Saturday took stock of the issue and instructed DGP Manmohan Praharaj to make an assessment of how the guidelines are followed in each district. The Collectors and SPs will submit inputs to the DGP in this regard.
