Taking a Taxi (Base Game)
Click on a phone. Choose Call..., then hit Transportation. Once your Sim has picked up the phone, pick the "Taxi" option.
Decide who's going with your Sim. If there are other Sims in the household, you'll be asked if your Sim is going alone, with a group (if you have Nightlife), or with their household. (If you have Bon Voyage or later, you can pick individual Sims to go with your Sim, rather than the whole household.) Sims who are not part of your household cannot go with your Sim this way. If you want your Sim to meet another Sim at a community lot, you'll need to click on the phone, go to the Transportation menu, and select "Invite a Sim to a Community Lot". Babies and toddlers cannot be taken to community lots, and children cannot be left at home alone. You'll need to leave a Teen or older Sim behind, or call a nanny to watch over them.
Pick the lot you want your Sim to go to. A menu will pop up with a list of community lots in the neighborhood (and in any associated sub-neighborhoods, like University, Downtown, or Shopping District lots). Choose the lot you want your Sim to go to and click the checkmark. If you don't have any expansion packs installed, the taxi will simply come by and get your Sim, and you'll be brought to the neighborhood view to pick what lot you want to go to.
Wait for your Sim to hang up the phone. You'll get a popup in the upper right-hand corner of the screen telling you that the taxi is on its way.
Let your Sim get in the taxi. When the taxi pulls up in front of the lot, your Sim will automatically get in the taxi and be driven to the community lot. The taxi will drive off once your Sim has arrived at the lot. To send them somewhere else, click on the payphone at the front of the lot and select the option you want (either Go Somewhere Else or Go Home).
Taking a Car (Nightlife)
Buy your Sim a car. For your Sim to take their own car, you'll need to buy a driveway, and then buy them a car to place on the driveway.
Click on the car. Select Drive to Community Lot....

Walking to Lots (Bon Voyage)
Click on your Sim. Find the Walk to Lot... option, and then click Community Lot.
Decide who's going with your Sim. If there are other Sims in the household, you'll be asked who else will go with your Sim. Select the Sim(s) you want to go to the lot, and add them to the list by clicking the arrow with a plus sign on it. Sims who are not part of your household cannot be added this way. If you want your Sim to meet another Sim at a community lot, you'll need to use a phone to invite them out. Babies and toddlers cannot be taken to community lots, and children cannot be left at home alone. You'll need to leave a Teen or older Sim behind, or call a nanny to watch over them.
